Victoria 3 is the third instalment in the Victoria Franchise of Grand Strategy games for PC. Developed and Published by Paradox Interactive, it is a game where players set course the paths of their chosen countries in the fateful 19th Century.
Set during 1836-1936, Victoria 3 makes players take choices which are either beneficial or detrimental to their country. To take chances with Social Innovations and Revolutions, or stay Traditional. To be a Peaceful Nation or one which is Imperialist and Expansionist.

Game Not Launching On Windows 7 Fix
Victoria 3 is not supported for Windows 7 officially. However, you can still make some changes and get it to run on Windows 7. Make sure to follow each and every step in this guide for fixing the issue.
1. Update to Windows 10/11
This is a suggestion which is recommended only if you fulfil the minimum requirements for Windows 10 or Windows 11. This change will make sure that any future application will run without any issues on your PC. If you cannot do this, then follow the steps below.
2. Launch the Game as an Administrator
For doing this step, you can try to run the game after Right-Clicking the Desktop Icon for Victoria 3 and try running it as an Administrator. Otherwise, go to the game folder, and Right-Click on Victoria 3.exe and try running it as an Administrator. If this doesn’t work out, try the steps below.
3. Rename dbghelp.dll File in Game Folder
For doing this, click on Steam-> Right-Click on Victoria 3-> Click on Manage-> Click on Browse Local Files-> Click on Binaries-> Right-Click on dbghelp.dll and Click on Rename-> Rename the DLL file to “dbghelpold.dll”. If this step works, then Congratulations! If not, follow the steps below.
4. Go to C:\Windows\SysWOW64 and Copy/Paste a File
In this step, you have to go to the SysWOW64 folder and paste the dbghelp.dll file there in the Victoria 3 Binary Folder. For this step, Go to C Drive-> Click on Windows-> Click on SysWOW64-> Find dbghelp.dll and copy it-> Paste it into the game folder of Victoria 3 (see above step for finding the game folder)-> Try to run the game after pasting the dbghelp.dll file-> If that doesn’t work out, rename the DLL file to dbghelpold.dll and then retry running the game
5. Run “launcher-installer-windows” to Install it
To follow this step, Right-Click on Victoria 3 in Steam-> Select Manage and Click on Browse Local Files-> Open the Launcher Folder-> Right-Click on the launcher-installer-windows.msi file and click on Install. If this doesn’t work, follow the steps below.
6. Install the Latest Version of Paradox Launcher
Click hhttps://www.paradoxinteractive.com/our-games/launcherere to visit the Official Website of Paradox Interactive. Try re-installing the launcher and re-running the game. If that doesn’t work out, fret not! You can still retry the above steps to make sure you didn’t miss any of them. Also, ensure that you have fulfilled the minimum requirements of this game. If not, compare your PC specs to the information below:

- Processor: Intel® Core™ i3-3250 or AMD® FX 8370 (AVX support required)
- Memory: 8 GB RAM
